US Imposes Sanctions on Rwandan Army Chiefs Over M23 Support in DRC

The United States has imposed restrictive sanctions on the Rwandan military and four of its highest-ranking officials, accusing them of providing “direct operational support” to the M23 rebel group in the Democratic Republic of the Congo (DRC). The U.S. Department of the Treasury announced the move on Monday (March 2, 2026), asserting that the rebel advances in eastern DRC would have been impossible without the strategic backing of the Rwandan Defence Force (RDF).

The sanctioned individuals include General Vincent Nyakarundi, the Army Chief of Staff, and General Mubarakh Muganga, the Chief of Defence Staff. Washington claims these leaders orchestrated military maneuvers that allowed M23 to capture sovereign Congolese territory, violating a U.S.-mediated peace deal signed in December. Despite initial hopes for a “great miracle” of peace under the mediation of President Donald Trump, the capturing of the strategic city of Uvira by rebels triggered the latest diplomatic fallout.

While the Congolese government lauded the sanctions as a “strong signal” of respect for territorial integrity, Kigali issued a sharp rebuttal. Rwandan spokesperson Yolande Makolo criticized the move as “unjust,” accusing the U.S. of misrepresenting facts. Rwanda maintains that the DRC government has failed its own obligations, including ending support for rival militias. However, U.S. Treasury Secretary Scott Bessent has called for the “immediate withdrawal” of all RDF personnel and equipment from Congolese soil to prevent a wider regional war.

The conflict in the mineral-rich eastern DRC remains one of the world’s most severe humanitarian crises, with the UN reporting over seven million internally displaced persons. M23, which has been under U.S. sanctions since 2013, is accused of summary executions and grave human rights abuses. This latest round of sanctions targets the systemic military support from Kigali that has empowered the group, significantly raising the stakes in the Great Lakes region’s fragile security landscape.
