The inaugural session of the 13th National Parliament is scheduled to commence on March 12, marking a new chapter in Bangladesh’s democratic landscape. However, a unique constitutional question has emerged regarding who will preside over the first meeting, as the Speaker of the previous parliament has resigned and the Deputy Speaker is currently incarcerated.
According to constitutional provisions and parliamentary rules of procedure, the President may nominate a senior member of the house to chair the session until a new Speaker is elected. Home Minister Salahuddin Ahmed confirmed that the government would follow established customs and legal frameworks to resolve this vacancy. The session is expected to be a high-stakes affair, with the agenda including the election of a new Speaker and Deputy Speaker, the President’s inaugural address, and the formal tabling of ordinances promulgated during the interim government’s tenure.
With the Bangladesh Nationalist Party (BNP) securing 209 seats and Bangladesh Jamaat-e-Islami holding 68 seats as the primary opposition, analysts predict a vibrant and robust parliamentary atmosphere. “The presence of a strong opposition ensures that critical issues, including the implementation of the ‘July Charter’ and institutional reforms, will face rigorous debate,” noted a political analyst. Following the Speaker’s election, the session will be briefly adjourned for the swearing-in ceremony conducted by President Mohammed Shahabuddin, after which the house will resume its full legislative functions.
