The Barishal University (BU) administration has officially constituted a high-powered three-member probe committee to investigate systemic institutional irregularities, fiscal anomalies, and unauthorized administrative actions allegedly committed during the tenure of its former Vice-Chancellor, Professor Dr. Mohammad Badruzzaman Bhuiyan. Authorized under the statutory directives of the incumbent Vice-Chancellor, Professor Dr. Md. Mamun Or Rashid, the panel will extensively audit all financial transactions, human resource recruitments, and faculty promotions executed during the previous administration.
According to an official administrative order signed by the Acting Registrar, Mo. Humayun Kabir, on Sunday (July 5, 2026), the fact-finding committee will determine whether statutory provisions, university ordinances, and financial guidelines were breached during the scrutinized period. Professor Dr. Md. Muhsin Uddin from the Department of English has been designated as the Convener of the probe panel. Concurrently, Associate Professor Dr. Sardar Kaysar Ahmed from the Department of Law will serve as a member, while Assistant Registrar Mo. Shoeb has been appointed as the Member-Secretary.
The administrative mandate delineates three specific Terms of Reference (ToR) for the investigation. First, the panel is directed to cross-examine and verify all institutional documents pertaining to fiscal expenditures, personnel recruitment, advancements, and step-up promotions sanctioned during Professor Bhuiyan’s incumbency. Second, the committee must review all engineering logs and tender allocations relating to physical infrastructure and civil construction projects completed during the period. Finally, the board is structurally required to present a transparent report detailing unambiguous, actionable legal and administrative recommendations.
Professor Dr. Mohammad Badruzzaman Bhuiyan was initially appointed as the Vice-Chancellor on March 4, 2024, for a statutory four-year term. However, following the historic July-August student-led mass uprising and subsequent shift in the geopolitical landscape, he resigned voluntarily from his executive post on August 20, 2024. The delayed initiation of the formal inquiry follows recent internal audits that signaled widespread financial leakage and breach of public trust, prompting the current university management to enforce strict accountability mechanisms.
