Addressing a high-level ministerial press briefing at the Secretariat on Sunday (June 21, 2026), Envoy Hyder detailed the structural fiscal mismanagement that led to consecutive child fatalities and severe disruptions in national immunization coverage. The briefing initially convened to evaluate geopolitical breakthroughs during his recent European diplomatic mission, including the 34th International Confederation of Midwives (ICM) Triennial Congress in Lisbon.
Responding to pressing journalistic inquiries regarding public accountability for the measles outbreak, Envoy Hyder unveiled a critical structural bottleneck. The previous health leadership abruptly dissolved the functional Operational Plans (OP), migrating the core immunization financing vectors into unapproved Development Project Proformas (DPP). “The prior administration operated under the flawed legislative assumption that these DPP dockets could clear ECNEC sanctions and mobilize liquidity within 45 days. In reality, structural bureaucratic delays gridlocked the project offices for over a year,” Hyder verified. This operational halt suspended essential foreign exchange pipelines without instituting secondary funding mechanisms, a deficit the state continues to absorb.
Directly indicting past administrative negligence, the Special Assistant verified that the structural vacuum completely wiped out the 2024-25 sovereign vaccination round, halting all international procurement chains for vaccines and family planning contraceptive inventories. To reverse this profound contraceptive ‘stock out’, the health ministry has launched emergency acquisition protocols. Hyder confirmed that the Health Minister has departed on an official mission to the UNICEF Supply Division Headquarters in Copenhagen, Denmark, to negotiate emergency procurement corridors and fast-track essential healthcare consignments to restore national stockpiles.
Addressing the epidemiological parameters of post-vaccination child infections, Envoy Hyder clarified that the recent emergency vaccination sweeps specifically targeted infants aged between 6 months and 5 years. Clinical tracking indicates that current fatalities likely transcend this age cohort, affecting older children who have yet to receive booster shots. To mitigate this vulnerability, the Directorate General of Health Services (DGHS) will launch a comprehensive regular immunization expansion by the end of this month, scaling coverage to children up to 10 years of age.
